COGNOSCERE was founded on a conviction borrowed from Richard Hamming: that the value of information technology lies not in processing power but in the quality of understanding it produces. The name itself — from the Latin cognoscere, “to know” — captures our fundamental purpose.

Since 2007, we have delivered that understanding to federal agencies, defense organizations, commercial enterprises, and public sector institutions that operate in environments where the cost of a wrong decision is measured in missions, not margins.

Arthur Billingsley is a Retired U.S. Navy Commander with 35+ years of experience across military operations, federal consulting, and enterprise technology leadership. He holds a Master of Science in Electrical Engineering from the Naval Postgraduate School and a Bachelor of Science in Computer Engineering from Auburn University.

His career spans senior leadership positions at ManTech International, Oracle, Lockheed Martin, Booz Allen Hamilton, Blue Collar Objects, Chugach, and CSC, where he directed technology portfolios valued at over $860M for Department of Defense clients. A former adjunct professor in Computer Science and Electrical Engineering for Hampton University, Christopher Newport University, University of Memphis, Thomas Nelson Community College, and Auburn University.

A DAWIA certified acquisition professional, two-time Meritorious Service Medal recipient, and U.S. patent holder, he is the architect of the Contextual Intelligence Framework (CIF) — COGNOSCERE’s proprietary methodology for converting unstructured multi-sourced information into structured, actionable intelligence. He is also a published author, FAA-certificated multi-engine instrument-rated pilot, and a recognized voice in AI policy, geopolitical analysis, and decision support.
