Short Bio
Arthur Billingsley is Founder and President of COGNOSCERE LLC, a service-disabled veteran-owned technology and intelligence firm founded in 2007 in Green Cove Springs, Florida. He is a retired U.S. Navy Commander with 22 years of service, a computer engineer, a U.S. patent holder, and the author of three books. He built and runs CIFaaS, the firm’s intelligence platform.
